What it does
In October the manager realizes that last December needed 400 extra hours and no one has been hired. This agent forecasts hours by day and department from last year's sales and traffic, adjusted by this year's trend. It compares the forecast with the current roster and availability and finds gaps by day and skill, such as late closers and till operators. It drafts job posts and interview slots for the gaps, and, as applicants and hires confirm, it updates the plan and the gaps. It checks the plan weekly for a new gap, such as a hire who withdrew, and loops back to recruit again. The manager approves postings and offers. Edge case: a new store opening needs hours too, so the agent adds it with a base estimate.

How it decides
It forecasts hours as last year's hours scaled by the sales trend, then subtracts current roster capacity. It recruits first for the largest, earliest gaps.
