AI Workshop Delegates Visit Shanghai Chemical Industry Park
The recent international workshop on Artificial Intelligence (AI) and chemical safety and security management brought participants to the Shanghai Chemical Industry Park (SCIP), a leading example of innovation and safety in the chemical sector. SCIP is recognized for its advances in materials science, hydrogen energy, and green technologies.
The delegation toured key facilities including the Emergency Response Center and the Innovation Oasis, both central to driving research, development, and sustainability efforts within the park.
International Workshop on AI and Chemical Security
From 17 to 20 June 2025, the Organisation for the Prohibition of Chemical Weapons (OPCW) and the Government of China jointly hosted a workshop in Shanghai. This event gathered senior policymakers, scientific experts, and industry leaders from 29 States Parties representing all regional groups.
Twelve experts from 11 organizations contributed insights through lectures, roundtable discussions, and site visits. The workshop focused on AI’s role in chemical research, industry applications, and compliance with the Chemical Weapons Convention (CWC).
Workshop Theme and Objectives
Under the theme “AI for Good and for All: Enhancing the Role of Artificial Intelligence in the Implementation of the Chemical Weapons Convention,” the event offered a platform for participants—especially from developing and transitioning economies—to access practical tools and knowledge. The goal was to support the peaceful use of chemistry and strengthen capacity for CWC implementation and AI governance.
Key Messages from Leadership
H.E. Mr. Zhang Yunming, Vice Minister of Industry and Information Technology of China, highlighted three core proposals:
- Support multilateralism and build global consensus on CWC compliance.
- Promote fair and inclusive cooperation for capacity building, with special attention to developing countries.
- Establish a trustworthy governance ecosystem for responsible science and technology use.
Ambassador Fernando Arias, OPCW Director-General, noted AI’s potential to accelerate progress in chemical safety and production. He also emphasized the need to manage risks, including misuse by non-state actors. He pointed to OPCW initiatives such as the AI Research Challenge and the 2024 Global Conference on AI and the CWC in Morocco as steps toward this goal.
The workshop marks the first OPCW capacity-building program specifically focused on AI and chemical safety. Its outcomes are expected to contribute to ongoing discussions and help develop future programs aimed at preventing chemical weapons re-emergence in a changing technological environment.

The opening ceremony featured officials including H.E. Mr. Chen Jie, Vice Mayor of Shanghai; H.E. Mr. Tan Jian, China’s Ambassador to the OPCW; and OPCW Deputy Director-General Ambassador Odette Melono. Representatives from the Chinese National Authority were also present.
Background and Broader Context
This workshop builds on a series of OPCW efforts to address AI’s implications for chemical security. Previous activities include the 2024 AI Expert Meeting, the OPCW AI Challenge, and the establishment of a Scientific Advisory Board Temporary Working Group on AI.
Discussions covered emerging risks such as threats to chemical supply chains, cyber vulnerabilities, and the potential misuse of AI technologies for illicit chemical activities or terrorism. Participants also examined China’s regulatory approaches and best practices in AI governance.
Established in 1997, the OPCW oversees global efforts to eliminate chemical weapons. To date, it has verified the destruction of over 72,000 metric tonnes of declared chemical agents. The Organisation was awarded the 2013 Nobel Peace Prize for its work in this area.
