Arm Enters Chip Manufacturing With AI-Focused Design

Arm Holdings announced a new data center chip called the AGI CPU on Tuesday, marking the company's first move into chip manufacturing after decades of licensing designs to others. The company expects the product to generate billions of dollars in annual revenue.

The shift represents a fundamental change in Arm's business model. For years, the company collected royalties based on units sold by licensees like Qualcomm and Nvidia. Manufacturing chips requires hundreds of millions of dollars in upfront investment and carries different operational risks.

Targeting Agentic AI Workloads

The AGI CPU is designed for agentic AI - systems that act on behalf of users with minimal oversight, rather than responding to individual queries like chatbots. This category of AI has driven demand for processors from Intel and Advanced Micro Devices.

Meta Platforms served as the lead partner on the design. Arm's customers for the chip include OpenAI, Cloudflare, SAP, and SK Telecom.

Production Timeline and Specifications

Taiwan Semiconductor Manufacturing Co is fabricating the chip on 3-nanometer technology. The device consists of two distinct pieces of silicon that operate as a single unit.

Arm has received test chips that function as expected and plans to begin volume production in the second half of 2024. CEO Rene Haas said in an interview: "It's back, and it works, and it's doing everything we thought it would."

The company plans to release additional designs at 12- to 18-month intervals. Arm is working with server makers including Lenovo and Quanta Computer to offer complete systems built around the chip.

Financial Implications

Arm shares gained 1% in early afternoon trading and have advanced 25% this year. Wall Street expects the company to generate $4.91 billion in revenue for its current fiscal year, with net profit of $1.75 per share, according to LSEG estimates.

Haas called the moment "very pivotal for the company." The AGI CPU will be overseen by Mohamed Awad, head of Arm's cloud AI business.
