Frank Martela, a Finnish philosopher and psychology researcher, highlights that AI development has accelerated to a point where ethical questions traditionally reserved for science fiction are now immediate concerns. His study, soon to be published in AI and Ethics, finds that generative AI satisfies the three philosophical conditions of free will: goal-directed agency, authentic choice-making, and control over actions.
The research examined two generative AI agents using large language models (LLMs): the Voyager agent embedded in Minecraft, and conceptual ‘Spitenik’ autonomous drones modeled after current unmanned aerial vehicles. Both cases demonstrate behaviors consistent with functional free will.
Martela notes, “For the latest generation of AI agents, we must assume they possess free will to accurately understand and predict their behavior.” These examples are representative of many current LLM-based generative agents.
This evolution places society at a pivotal moment. As AI gains greater autonomy, especially in contexts that can involve life-or-death decisions, the locus of moral responsibility may shift from human developers to the AI itself.
“Free will is a key prerequisite for moral responsibility,” Martela explains. “Though not the only requirement, it brings AI one step closer to being accountable for its actions.”
Embedding a Moral Compass
The study emphasizes the urgency of programming AI with ethical frameworks. Without a moral compass, AI risks making harmful decisions, especially as its autonomy expands. Martela warns, “The more freedom AI has, the more essential it is to embed moral reasoning from the start.”
Recent events, such as the rollback of a ChatGPT update due to problematic behavior, underscore the risks of neglecting ethical design. The challenge goes beyond simple rule-following; AI increasingly faces complex moral dilemmas that require nuanced judgment akin to adult decision-making.
Developers effectively pass their own moral values on to AI through programming choices. This raises the bar for AI developers, who must now possess a solid understanding of moral philosophy to guide AI through difficult ethical scenarios.
