Egypt Trains 90 Civil Servants on AI Use in Government
Egypt completed a three-part AI literacy training program for civil servants between March and May, with funding from the European Commission and support from UNESCO. The initiative brought together more than 90 officials from 25 Egyptian ministries to learn how to use AI responsibly in their daily work.
The training combined foundational AI knowledge with practical application. Participants learned how AI can support policy development and service delivery, while also covering data protection, bias, and ethical risks. The goal was to build confidence in using AI tools safely and effectively across government agencies.
Closing the Theory-to-Practice Gap
For many participants, the training addressed a real gap between understanding AI in theory and using it in actual government work. Rania Hassan Ahmed Maamoun, from the Ministry of Higher Education and Scientific Research, said the training "clarified how to benefit from AI and how to avoid potential risks during its use, especially when dealing with sensitive data."
She added: "I hope these trainings continue and expand, as raising awareness among civil servants will benefit Egypt as a whole."
Connecting Training to Policy
The training series tied directly to Egypt's AI Readiness Assessment Report, developed using UNESCO's assessment framework. The report examines Egypt's preparedness to adopt and govern AI across legal, institutional, ethical, and technical dimensions.
By training civil servants before releasing the policy document, Egypt ensured that the assessment would be supported by informed officials who could actually implement recommendations. The approach treats AI readiness as an ongoing process, not a one-time policy announcement.
