Eight Czech Insurers Adopt AI Flood Risk Platform as Europe Confronts Underinsurance Crisis

Eight major insurers representing a majority of the Czech residential property insurance market have deployed Intermap Technologies' AI-powered flood risk platform for underwriting, property valuation and portfolio management. The multi-year rollout, announced April 1, establishes a unified flood risk framework across the Czech insurance sector and incorporates updated hydrological data following the September 2024 floods.

The deployment was developed with the Czech Insurance Association and the Czech Hydrometeorological Institute. It includes sixth-generation river flood maps and second-generation flash flood models calibrated to account for the 2024 flooding events.

Closing Europe's Protection Gap

The Czech adoption reflects a broader crisis: 25-40% of natural catastrophe losses in Europe go uninsured, according to Swiss Re sigma research. In some markets, properties are insured for as little as 40% of replacement value due to rapid price appreciation and outdated valuation methods.

Insurers lack the data infrastructure to accurately price risk or value properties. The Czech deployment addresses this by embedding geospatial intelligence directly into underwriting workflows.

Technical Capabilities

Intermap's 2026 flood models include revised return-period classifications across impacted basins and integration of bridge capacity and bottleneck effects across more than 130 municipalities. The system uses 20-centimeter digital elevation simulations to model urban flash flooding at building-level precision.

The Risk Assistant platform automates property-level risk evaluation at scale. Rather than static address lookups, the system integrates 3D elevation data, vector datasets and multi-peril hazard layers-including hail, wind, lightning and seismic activity-to deliver property-specific risk assessments in real time.

Market Implications

Jan MatouΕ‘ek, Executive Director of the Czech Insurance Association, said the platform "enables precise, object-level evaluation and supports more informed underwriting and reinsurance decisions across the market."

Patrick A. Blott, Chairman and CEO of Intermap, said the Czech deployment demonstrates that "advanced geospatial analytics are becoming core underwriting infrastructure across Europe, not supplemental tools." He added that combining proprietary 3D data with AI automation delivers "investment-grade geospatial intelligence with assured position, accuracy and timing."

The platform supports more accurate property valuation, exposure transparency and risk-based pricing-critical for addressing systemic underinsurance across European markets.
