EU Publishes General-Purpose AI Code of Practice
On 18 July 2025, the European Commission released its general-purpose AI code of practice. This voluntary framework assists businesses in meeting their obligations under the EU AI Act. It offers practical guidance to AI model providers aiming to demonstrate compliance with the regulation.
Structure and Focus Areas
The code, developed by independent experts through a multi-stakeholder process, is divided into three main chapters:
- Transparency β Ensuring AI models disclose relevant information for accountability.
- Copyright β Addressing intellectual property considerations linked to AI outputs and training data.
- Safety and Security β Establishing standards to mitigate risks associated with AI deployment.
The Commission will supplement this code with additional guidelines on key concepts related to general-purpose AI models, expected later this month. These guidelines will provide further clarity for legal professionals and AI developers alike.
Legal and Practical Implications
Once endorsed by EU member states and the Commission, AI providers who voluntarily adopt the code can use it as evidence of compliance with the EU AI Act. This approach is intended to lower the administrative burden on providers and offer greater legal certainty compared to alternative compliance methods.
For legal teams advising AI companies, the code of practice presents a streamlined path to meeting regulatory demands without exhaustive documentation or complex proof mechanisms. It sets clear expectations and reduces ambiguity, which is critical when managing legal risk in AI projects.
