EU Encouraged to Increase Public Funding for AI in Research
The European University Association (EUA) has called on the European Union to allocate additional public funds to support artificial intelligence (AI) applications in scientific research. In a recent consultation on the EU's upcoming AI strategy for science, the EUA highlighted concerns over an overreliance on private investment, especially for building AI infrastructure.
While recognizing the value of private sector contributions, the EUA stressed that core research activities should be primarily funded through public sources. This funding approach aims to prevent excessive dependence on private actors and avoid giving vendors monopolistic control over AI systems.
Balancing Public and Commercial Interests
The EUA emphasized the need for extra public funding that balances commercial interests with public benefit. It also called for clear and straightforward procedures to manage this funding effectively. Academics should lead the process of defining AI research needs, considering the diverse requirements across different scientific disciplines.
To oversee equitable access to AI infrastructures, the EUA recommends establishing a scientific council or a comparable body. This entity would allocate resources based on academic merit and research excellence, ensuring transparency and fairness.
In addition, the association insists that European AI infrastructures must uphold European values, including strong ethical oversight. It also highlighted the importance of a complementary data strategy to guarantee that publicly generated data remain accessible to the public.
Ministerial Position on AI Strategy
Last month, EU research and innovation ministers agreed on a position regarding the EU’s AI strategy in science. Their priorities include enhanced policy coordination, promoting responsible AI use, ensuring open access to data, and supporting upskilling among researchers.
The ministers also proposed setting up an AI Research Council in collaboration with member states. This council would provide quality benchmarks for AI applications in research, helping to maintain high standards across projects.
Thomas Jørgensen, EUA’s director of policy coordination, welcomed the overall direction of the strategy. He pointed out that the ministerial position addresses important issues such as governance and the involvement of the research community in decision-making. However, he noted a significant gap: the absence of commitments for increased public funding. He emphasized that public investment will be essential to realize the strategy’s goals.
