Fidelis New Energy and 8090 Industries have formed American Intelligence & Power Corporation (AIP Corp) with strategic backing from LuminArx Capital Management. The mandate: develop, own, and operate large-scale AI compute paired with on-site, high-availability microgrids for hyperscale and enterprise customers.
The platform is anchored by the Monarch Compute Campus in Mason County, West Virginia-an 8 GW, multi-phase, behind-the-meter energy and compute development engineered for fast deployment, scale, and resilient operations.

Monarch is planned for 8 GW of generation capacity and structured as a behind-the-meter, fully integrated energy and compute ecosystem. It combines fast-response natural gas generation with battery energy storage to manage the extreme load variability common in advanced AI compute.
The site offers strong fiber connectivity, direct rail access, proximity to an inland port and logistics corridor, and industrial water for scale and resiliency planning. Multiple natural gas pipeline laterals in the Appalachian Basin support fuel reliability and supply diversity.

Regulatory clarity through West Virginia HB2014
Monarch is authorized under West Virginia House Bill 2014 as an islanded utility with special microgrid status. This framework provides execution speed while protecting existing utility customers, aligning state energy leadership with national priorities in AI and critical infrastructure.

Engineering and environmental approach
AIP Corp's design uses the patent-pending FidelisAIsland™ optimization approach to select equipment and operating parameters that manage cost and environmental impacts while responding to volatile AI workloads. Monarch is being developed to meet applicable air permitting requirements.
As a fully self-supplied, behind-the-meter platform, Monarch will not increase rates for residential, commercial, or industrial utility customers.
