Philippines sets a 24-month path to move from AI-ready to AI-powered
Negros Occidental Third District Representative Javier Miguel Benitez laid out a 24-month legislative roadmap to break the "Pilot Trap" and scale AI from prototypes to production. The plan, presented at SONAI 2026, targets the bottlenecks product teams keep hitting: fragmented data, infrastructure gaps, regulatory uncertainty, procurement delays, and talent shortages.
The roadmap centers on an "Unblocker" Package with four pillars and a clear timeline through Q1 2027. The goal is simple: remove friction so product teams can ship AI features with reliable data access, compute capacity, and regulatory clarity.
