Fudan University Launches Center for Global AI Innovative Governance
On July 26th, during the 2025 World Artificial Intelligence Conference (WAIC) in Shanghai, Fudan University officially opened its Center for Global AI Innovative Governance. Supported by the Shanghai Municipal Government, this centre focuses on building capacity, coordinating governance, and providing international public goods. Its primary goal is to promote an ethical and globally accepted framework for artificial intelligence, with a special emphasis on supporting countries in the Global South.
Leadership and Strategic Direction
The centre is led by Fudan University President Jin Li, who oversees its strategic vision. Vice President Chen Zhimin serves as Executive Director, managing daily operations and programme execution. This leadership setup combines academic insight with practical administration to ensure effective governance and implementation.
Core Mandates of the Centre
- Capacity Building: Developing training programmes for policymakers, regulators, and civil society to strengthen their understanding and management of AI governance challenges.
- Governance Coordination: Facilitating collaboration among governments, industry leaders, and academia to reach consensus on key AI policy issues.
- Provision of International Public Goods: Offering support, particularly to nations in the Global South, to bridge gaps in AI capabilities and promote equitable access to AI benefits.

The centre integrates China's experience in AI development—covering areas like computer vision, natural language processing, and machine learning—with international best practices. Its aim is to contribute to a common ethical framework that emphasizes fairness, accountability, transparency, and human oversight. A delegation led by United Nations officials, including Amandeep Singh Gill, visited Fudan University to evaluate its AI advancements and the progress of the new centre. This visit highlights growing global interest in cooperative approaches to responsible AI development.
Mr. Gill emphasized the centre's focus on capacity building in the Global South, noting the importance of equipping these countries with the expertise and resources needed for effective AI governance.
