Genesis Mission: A New Operating System for American Science

Chris Ritter was hiking Red Rock Canyon when his phone rang about an initiative that could double U.S. R&D productivity. As division director for scientific computing and AI at Idaho National Laboratory (INL), he summed up the mood: "A major level of excitement and push to deliver the mission and work together." He paused. "We're ready to seize the moment."

The moment is the Genesis Mission - launched by executive order and led by the Department of Energy. Energy Secretary Chris Wright called it a national effort "comparable in urgency and ambition to the Manhattan Project." The target: a decade-long acceleration of discovery by connecting supercomputers, AI systems, and quantum technologies to the federal government's scientific data - the datasets you can't tap with commercial models like ChatGPT.

What Genesis Will Coordinate

  • Leadership: Under Secretary for Science DarΓ­o Gil will coordinate ~40,000 DOE scientists, engineers, and technicians across all 17 national labs.
  • Mission areas: American energy dominance, discovery science, and national security.
  • Timeline: Within 270 days, DOE must demonstrate initial operating capability for at least one national science and technology challenge.

Why This Matters for Practitioners

Genesis shifts collaboration from isolated teams and papers to a shared, interoperable stack. "What I work on today at Idaho National Laboratory would be compatible with what someone at Argonne National Laboratory or Oak Ridge National Laboratory or NREL ... would be compatible to talk to someone else's model," Ritter said. Think faster model transfer, reproducible pipelines, and easier cross-lab validation.

INL's Role: Nuclear, AI, and Practical Throughput

INL is moving fast on nuclear with AI-driven tooling. A collaboration with Amazon Web Services uses cloud infrastructure and foundation models to build nuclear-energy AI models at scale. A Microsoft partnership targets a known bottleneck: streamlining permitting and licensing packages using Azure-based workflows.

"A human will still review all these things," Ritter said. "But the idea is to have computational tools help you along the way."

INL and Atomic Alchemy are also building the first comprehensive benchmark suite for large language models focused on nuclear information - a way to compare which models actually perform better on nuclear-specific tasks.

On Wyoming-linked nuclear companies - Terrapower, BWX Technologies, Radiant - Ritter noted the initiative is early: "We don't have anything yet to announce as far as nuclear partnerships. But I can say that INL is actively working with pretty much every company you could possibly think of."

Wyoming's Edge: Data, Hardware, and People

For Wyoming, energy development will be driven by DOE, the University of Wyoming (UW), private-sector developers, and INL's guidance on nuclear. Ritter added: "The combination of Wyoming's operational advanced reactor demonstration project (in Kemmerer), uranium reserves in the country, experienced energy workforce, and then of course University of Wyoming R&D and education - I think it positions the state as a key enabler for the Genesis Mission technologies."

UW's Computing Foundation

UW secured a three-year, $3.9 million National Science Foundation award to acquire a specialized high-performance computing testbed: 24 nodes of NVIDIA Grace Hopper Superchips and 400 TB of storage - a first for the Rocky Mountain region. UW will control 75% of capacity, with Colorado State University receiving 15% and the Rocky Mountain Advanced Computing Consortium receiving 10%.

Jeff Hamerlinck, associate director and senior research scientist at UW's School of Computing, sees Genesis as validation. "It's designed to be built around the strengths of the national labs, but then also a big part of that is doing this in partnership with both industry and academia."

UW is also shifting hiring criteria to bring in researchers with AI and computational expertise and adding staff to support faculty and students. Existing collaborations include Idaho National Laboratory, Argonne National Laboratory, and the National Renewable Energy Laboratory.

From Concept to Field Work

Hamerlinck offered a concrete use case: critical minerals exploration. With an integrated platform, companies could access curated datasets and pretrained models built from those datasets to accelerate prospecting and reduce false positives. Similar gains apply to nuclear licensing document generation and QA, environmental assessments, and grid-integration modeling.

He also flagged economic upside for Wyoming: more support for commercialization, plus student opportunities through fellowships and internships tied to the mission.

  • Inventory data and models: Classify sensitivity, provenance, and licensing. Map what could join an interoperable DOE-aligned stack.
  • Standardize metadata: Adopt consistent schemas to make your models and datasets plug-and-play across labs.
  • Prep for benchmarks: If you work in nuclear or energy, align tasks with INL's upcoming nuclear LLM benchmarks to quantify gains.
  • Modernize document workflows: Automate generation and validation for design docs, development logs, and licensing packages with human-in-the-loop review.
  • HPC readiness: Containerize workloads, validate multi-node scaling, and design for cloud-bursting where allowed.
  • Data governance: Establish clear policies for federal data access, audit trails, and model lineage tracking.
  • Talent pipeline: Recruit for AI+domain crossover skills; upskill existing staff on distributed training, retrieval pipelines, and evaluation.
