Gurugram to launch AI portal for building plan approvals
The Municipal Corporation of Gurugram will launch an AI-powered portal to review building plans, aiming to speed up approvals and reduce corruption. The system will automatically check applications against Haryana Building Code norms and flag any deviations, generating compliance reports with minimal human involvement.
MCG Commissioner Pradeep Dahiya said the team is working on the portal and will launch it soon. The move comes as the state's existing HOBPAS (Online Building Plan Approval System) portal has malfunctioned for six months, leaving thousands of applications stuck.
Why this matters for construction professionals
Approval delays have pushed property owners toward illegal construction. Gurugram sees roughly 5,000 unauthorised builds annually, while only about 500 applications go through official channels each year. Developers bypass lengthy procedures because the cost of waiting exceeds the risk of building without permits.
The new system aims to reverse this by making approvals faster and more reliable. MCG officials expect the portal will encourage developers to seek legal approvals, supporting planned urban development instead of scattered illegal construction.
How the system works
When a building plan is uploaded, the AI system verifies documents and assesses designs against code requirements. Even minor rule violations trigger flags. The final decision-approval or rejection-will be based primarily on the AI-generated report rather than manual review.
