Horizon Europe R&D Policy Update
As the policy cycle restarts after the summer break, Horizon Europe negotiations and space sector developments are set to dominate the agenda. The first half of 2025 saw a surge of activity following the new European Commission’s agenda, but August offers a breather before a busy autumn.
Danish Presidency and FP10 Progress
The major focus so far this year is the Commission’s proposal for the post-2027 EU budget and the next Framework Programme (FP10). The Danish presidency aims to advance Council negotiations on FP10 before year-end. Key meetings for research ministers are scheduled on September 30 and December 9.
Alongside FP10, the Danish presidency prioritizes discussions on the EU life sciences strategy, the start-up and scale-up strategy, and the EU Space Act. The European Parliament’s research committee will also start reviewing the FP10 proposal once political groups appoint rapporteurs.
Upcoming AI Strategies
Three major AI strategies are expected in Q3:
- AI in Science: This strategy will introduce the Resource for AI Science in Europe (Raise), also known as the European AI Research Council. It aims to consolidate resources for scientists working with AI and will be launched at an event hosted by the Danish presidency on November 3-4.
- Apply AI: Focused on stimulating new industrial applications of AI.
- Data Union: Designed to simplify data sharing rules, improve high-quality data availability, and invest in data infrastructure.
The 28th Regime Debate
The start-up community is closely watching the development of the 28th regime—a unified regulatory framework to help companies scale quickly across EU borders, covering insolvency, labour, and tax law.
The Commission plans to present a proposal in late 2025 or early 2026. However, concerns have surfaced following a draft European Parliament report recommending a directive that allows member states more flexibility, rather than a regulation enforceable across the EU. Start-up associations worry this approach may not effectively reduce regulatory fragmentation.
Expect intensified discussions after the Commission’s call for evidence closes on September 30.
European Space Agency Budget Talks
The European Space Agency (ESA) faces crucial budget decisions at the ministerial council in Bremen on November 26-27. ESA’s director general has advocated for a budget exceeding €20 billion. Recent reports suggest a proposal of around €23 billion, marking a 36% increase over the current €16.9 billion budget.
The final budget size will influence ESA’s capacity to support private space sector growth, integrate new priorities like defence, and maintain competitiveness globally. Budget decisions could also be affected by proposed NASA cuts, with potential impacts on joint projects.
Election Season and Research Policy Impact
Several upcoming elections will influence national research policies. Norway’s parliamentary election is on September 8, followed by elections in Czechia and the Netherlands in October. These results could shape research priorities at the national level.
