Indonesia Sets Age-Based Rules for AI Use in Schools
Indonesia's government has issued national guidelines restricting how students can use artificial intelligence tools, with stricter rules for younger learners and more flexibility for older ones. The joint ministerial decree, signed by seven cabinet ministers, applies to all formal education from early childhood through universities, as well as informal learning in families.
Coordinating Minister Pratikno announced the policy in Jakarta, saying the framework accounts for children's developmental stages. "Digital technology and AI must be used wisely, especially considering children's readiness, which is closely related to age," he said.
What the Guidelines Prohibit and Allow
Elementary and secondary school students cannot use instant-answer AI tools that generate direct solutions to questions. This restriction aims to preserve problem-solving skills and critical thinking.
The policy does permit AI applications built specifically for education, such as robotics simulations and structured learning tools. As students advance to higher education, the guidelines allow broader access to digital technologies, reflecting the assumption that older learners can use advanced tools more responsibly.
Duration limits also vary by age. Younger students face tighter constraints on how long they can use digital technologies each day.
Implementation Across Government
The decree was signed by ministers responsible for home affairs, religious affairs, primary and secondary education, higher education and science, digital communications, population and family development, and women's empowerment and child protection.
Pratikno said success depends on cooperation between national ministries, regional governments, educators, and the technology sector. No timeline for rollout was announced.
Why This Matters for Educators
The guidelines create a structured framework educators must follow when integrating AI into classrooms. Teachers will need to understand which tools are permitted at each grade level and how to implement them within the specified time limits. For schools implementing these rules, the policy signals that AI adoption in Indonesia will proceed with caution. The government aims to let students benefit from digital innovation while reducing risks associated with unrestricted AI access.
