Indonesian Government Prepares Presidential Regulation on Artificial Intelligence

JAKARTA – The Indonesian government is moving forward with drafting a Presidential Regulation (Perpres) focused on artificial intelligence (AI). This regulation will serve as the foundational legal framework to guide the use and development of AI across various sectors.

Focus on Ethics and Sector-Specific Guidelines

Deputy Minister of Communication and Digital Affairs, Nezar Patria, highlighted that the regulation will primarily address ethical considerations and restrictions for AI applications in key areas such as education, health, agriculture, and transportation.

"We are reviewing our readiness to adopt AI technology across multiple sectors, including education, health, transportation, and agriculture," Nezar said during a meeting at the Komdigi office on July 21.

The regulation will outline clear guidelines on acceptable practices, specifying what is permitted and what is prohibited in sectors directly impacted by AI. This clarity aims to help institutions and stakeholders adopt AI responsibly.

Testing and Validation Through Sandboxing

In addition to ethical standards, the regulation will introduce a sandboxing mechanism. This process allows for controlled testing and validation of AI technologies before they are broadly implemented in sensitive sectors.

This approach ensures that AI tools are properly vetted to minimize risks and unintended consequences, making the deployment safer and more effective.

Collaborative Development and Regulatory Integration

The drafting of this Presidential Regulation runs alongside the creation of a national AI roadmap. It follows a bottom-up approach, incorporating input from industry players, technology communities, academia, and research institutions.

Nezar emphasized that the new regulation will complement existing laws, such as the Copyright Law and the Personal Data Protection Law (PDP). It will also align with technical regulations concerning digital platform operators and previously published ethical guidelines for AI use.
