Indonesia Prepares to Submit AI Regulation Draft by Mid-2025
Indonesia's Ministry of Communication and Digital Affairs is set to submit its draft regulation on artificial intelligence (AI) for legislative review by early August 2025. The draft has already undergone inter-ministerial discussions and is expected to enter the formal legislative process between July and August.
According to R. Wijaya Kusumawardhana, an expert staff member at the ministry, the government is currently finalizing the draft through coordinated talks among ministries and agencies. Once consensus is reached, the draft will be forwarded to the Ministry of Law to initiate the legislative review.
Regulatory Framework and Legal Standing
The AI regulation is expected to be issued as a presidential regulation (Perpres) or potentially a higher-level government regulation. Kusumawardhana referenced Government Regulation No. 17 of 2025 on Electronic System Governance for Child Protection, which was elevated from a presidential regulation to a government regulation after presidential consultations. This move provided it with stronger legal standing and a wider scope.
"We aim for swift issuance of the AI regulation to enhance governance effectiveness," Kusumawardhana added.

Deputy Minister of Communication and Digital Affairs Nezar Patria highlighted the need for AI regulations as a critical step toward achieving Indonesia's digital sovereignty. Patria emphasized building a solid national AI ecosystem, starting with research, development, and nurturing high-quality digital talent to support sustainable growth.
