Indonesia Prepares Presidential Regulation on AI Including Copyright Protections
Deputy Minister of Communication and Digital Affairs Nezar Patria announced that the upcoming Presidential Regulation on Artificial Intelligence (AI) will address copyright issues arising from AI use. The Ministry of Communication and Digital Affairs has been coordinating with the Ministry of Law to ensure these concerns are properly regulated.
The regulation, currently in draft form, aims to complement existing legal frameworks such as the circular on AI ethics, the Electronic Information and Transactions Law, the Personal Data Protection Law, and other rules related to electronic system providers. It will set out general principles guiding AI development and implementation across various sectors.
Key Principles and Timeline
The regulation will prioritize transparency, accountability, safety, and respect for copyrights in AI adoption. According to Deputy Minister Patria, all AI ethics principles will be integrated, reflecting Indonesiaβs core national values, including Pancasila.
The drafting process is scheduled for completion by September 2025. Before finalization, the draft will undergo harmonization with the Ministry of Law and the Ministry of State Secretariat to prevent conflicts with existing regulations.
Focus Areas for AI Development
Alongside the regulation, the government is preparing an AI Road Map to foster an inclusive and responsible AI ecosystem. Five priority sectors have been identified for AI development:
- Health
- Digital talent education
- Bureaucratic reform
- Smart city development
- Food security
This strategic focus aims to ensure that digital transformation advances fairness and public welfare.

The Indonesian government has committed to leading AI dialogue among Global South countries and plans to submit the draft AI regulation by August. The AI utilization road map is also targeted for completion within the current month.
