President Tokayev Prioritizes Adoption of Artificial Intelligence Law
President Kassym-Jomart Tokayev has declared the adoption of a law regulating artificial intelligence (AI) as a high-priority task for Kazakhstan. This statement was made during a recent meeting on AI development that included Prime Minister Olzhas Bektenov, Head of the President’s Executive Office Aibek Dadebay, government members, and heads of central agencies.
Global AI Regulation Trends Inform Kazakhstan’s Approach
The President pointed out that major global players such as the European Union, the United States, China, and Canada are actively developing their own AI regulatory frameworks. These models carefully balance risks with opportunities. Kazakhstan aims to create its own legal framework by learning from international experience while emphasizing national priorities.

Modernizing Kazakhstan’s Digital Infrastructure
Tokayev reminded government officials of his directive to redesign the national digital landscape using the ABCDE model, which stands for AI, Big Data, Cloud technologies, Data Centers, and Education.
He highlighted the launch of Central Asia’s largest supercomputer cluster in Kazakhstan, noting the importance of equitable access. The Government has been tasked with creating fair rules to allocate supercomputer resources, prioritizing promising startups and national projects.
Creating a Unified Digital Platform
A key objective is to consolidate the entire digital ecosystem, including both state and quasi-state sectors, into a single sovereign platform called QazTech. Since its industrial launch in July 2025, QazTech has centralized digital development processes and shortened implementation times.
To support this consolidation, a moratorium on new information systems outside QazTech will begin in January 2026. A digitalization commission will review exceptions on a case-by-case basis. Full information security measures for QazTech are expected to be completed by the first quarter of 2026.
Advocacy for Global AI Cooperation
In addition, President Tokayev has expressed support for China’s initiative to establish a global AI cooperation organization, aiming to foster international collaboration on AI development and governance.
