Mauritius Advances Its National AI Strategy
Earlier this year, Mauritius unveiled its national digital transformation strategy, with a specific focus on artificial intelligence as the fifth pillar. On July 31, the country officially launched the development of its National Artificial Intelligence Strategy. This kick-off included a consultation meeting that gathered key stakeholders from government, business, academia, and civil society, led by the Minister of Information Technology, Communication, and Innovation, Avinash Ramtohul.
The Minister emphasized the ethical dimension of digital progress: “At the heart of any digital transformation lies a moral responsibility: to ensure that progress does not come at the expense of people’s rights, dignity and security. […] This collaborative approach, as defined in our Plan, will enable Mauritius to develop an inclusive strategy, beneficial to every citizen, every sector and every region of our island.”
An Inclusive Digital Roadmap
This AI initiative forms part of the broader "Digital Transformation Blueprint 2025–2029," which aims to boost economic growth, modernize public services, and enhance citizen well-being. According to the 2024 AI Readiness Index by Oxford Insights, Mauritius ranks among Africa’s top performers with a score of 53.94 out of 100. It outpaced regional peers such as South Africa (52.91) and Rwanda (51.25), while the African average stands at 32.70. Globally, Mauritius is ranked 69th.

The consultation also addressed crucial topics such as data governance, local talent development, AI system interoperability, and ethical frameworks. To manage these areas, thematic working groups were established under the coordination of Kevin Ramkaloan, Director General of Business Mauritius.
