Morocco signs AI partnership to develop digital talent and tech sovereignty

Morocco signed a multi-ministry partnership with the ALTEN Group on Thursday to build domestic artificial intelligence talent, aligning higher education with industry requirements as part of the national Morocco Digital 2030 strategy.

The agreement brings together the Ministry of Digital Transition and Administration Reform, the Ministry of Industry and Trade, and the Ministry of Higher Education, Scientific Research and Innovation. Its core goal is to close the gap between what businesses need and what universities and research centers produce in digital and AI fields.

Four pillars of cooperation

The partnership structures joint research and development around AI applications for predictive maintenance, computer-aided design, industrial simulation, process optimization, and automated quality control. Sector-specific accelerators will target automotive, aerospace, and railway industries, drawing on ALTEN's international engineering experience. Technology platforms for experimentation and prototyping-including digital twin and simulation tools-will be accessible to local industrial players.

The final pillar concentrates on specialized training programs in applied AI, advanced engineering, and digital transformation. These will be delivered through collaborations with Moroccan universities and leading higher education institutions, creating a direct pipeline between academic learning and workplace demands.

Human capital as the cornerstone

Minister Delegate for Digital Transition and Administration Reform Amal El Fallah Seghrouchni made the priority clear. "The success of Morocco's digital transformation depends first and foremost on investing in human capital," she said.

She added that building national proficiency in AI, data, cybersecurity, and emerging technologies "is a fundamental pillar for strengthening the Kingdom's digital sovereignty, enhancing the competitiveness of businesses, and fostering the emergence of a national AI ecosystem developed in Morocco and dedicated to supporting economic development and serving the public interest."

Tightening the link between curricula and industry needs means universities and training providers will face pressure to update programs quickly.
