Britain's Treasury Committee has called time on the "wait and see" approach to artificial intelligence in finance. Its January 20, 2026 report urges the Financial Conduct Authority (FCA) and Bank of England (BoE) to run AI-specific stress tests and close regulatory gaps that leave consumers and markets exposed.

About three-quarters of UK financial firms now use AI in core operations. That concentration, plus dependence on a few U.S. tech providers, raises the odds of opaque decisions, outage contagion, and systemic risks.

Why this matters now

AI is no longer a pilot program in back-office workflows. It's embedded in claims handling, credit decisions, fraud controls, and trading-often as a black box that's hard to audit or challenge.

Agentic AI changes the risk profile

Firms are moving from chatbots to agentic AI-systems that can act, not just generate text. In lending and fraud, that means automated decisions with limited explainability, and bigger consequences if models drift or data shifts.

This brings higher consumer risk: unchallengeable outcomes, potential discrimination, and unregulated advice from AI assistants. It also raises prudential concerns if many firms follow similar model signals, intensifying herding during stress.

What banks and insurers should do now

  • Map critical AI: Inventory models and their dependencies (data, features, orchestration, cloud/third-party services). Tag business-critical use cases and single points of failure.
  • Set explainability thresholds: Define minimum evidence for model rationale in credit, pricing, and claims. Require challenger models and documentation for board and audit.
  • Tie accountability to SMFs: Map AI risks to the Senior Managers and Certification Regime. Mandate executive training and attestations on AI understanding and oversight.
  • Build AI incident playbooks: Include model rollback, feature toggles, kill-switches, and fallback decision paths. Run red-team drills covering model drift and prompt/agent abuse.
  • Stress test failure modes: Run tabletop and quantitative scenarios: cloud outage, API rate limits, model bias spikes, data poisoning, and trading feedback loops.
  • Diversify infrastructure: Reduce dependence on a single hyperscaler. Validate multi-region and multi-provider failover for AI workloads and data pipelines.
  • Control agentic behavior: Enforce permissions, action scopes, human-in-the-loop checkpoints, and immutable logs for autonomous actions.
  • Consumer protection by design: Guardrails for chatbots to avoid unregulated advice; clear escalation to humans; ongoing fairness testing across protected characteristics.
  • Vendor governance: Pre-qualify AI and cloud providers with CTP-like due diligence, including uptime SLAs, incident notification, model risk transparency, and audit rights.

Policy milestones to watch

By end-2026: FCA guidance on AI and consumer protection, plus clarified senior manager responsibilities. Expect expectations on explainability and governance to harden.

CTP designations: Lawmakers want key AI and cloud firms designated under CTP this year, bringing them into regulatory scope. The BoE's FPC is urged to track progress and push for acceleration.

Operational implications

Model risk management will expand beyond accuracy to cover resilience, fairness, and dependency risk. Audit trails, testing artifacts, and decision logs will become table stakes.

Risk, compliance, and tech teams need a shared playbook. Boards will ask for simple dashboards that show model health, incidents, third-party exposure, and management actions.
