NEC partners with Anthropic to build enterprise AI tools for Japan

NEC has signed a strategic partnership with Anthropic to develop sector-specific AI tools for Japanese enterprises. The collaboration marks Anthropic's first global partnership based in Japan and will focus on finance, manufacturing, and local government applications where security and compliance requirements are strict.

NEC plans to integrate Claude into its BluStellar Scenario framework, starting with products for data-driven management and customer experience work. The company will also deploy Claude across its 30,000-person workforce, building what it describes as one of Japan's largest AI-native engineering teams.

Initial focus: frontline tools and security

The first phase will combine NEC's customer knowledge with industry-specific expertise to create tools suited to frontline operations. Both companies plan to use Claude Cowork, Anthropic's desktop AI agent, as part of this effort.

Security is a second pillar. NEC already uses Anthropic's technology in its Security Operations Centre services, which help protect digital infrastructure from sophisticated attacks. The expanded partnership will extend this work across NEC's customer base in Japan and internationally.

Building internal AI capacity

NEC will expand Claude Cowork use across internal business operations to improve development efficiency. The company also plans to establish an internal Centre of Excellence, with Anthropic's support, to train specialist AI staff.

This internal focus addresses a real constraint: Japanese businesses frequently cite AI talent shortages as a major barrier to adoption. By giving thousands of employees access to AI for Product Development tools, NEC aims to build a larger in-house pool of engineers who can adapt AI systems to specific customer needs.

NEC has already used AI agents in software design and testing through its Client Zero programme, which tests new tools internally before offering them to customers.

Strategic positioning for both companies

For Anthropic, the deal provides a stronger foothold in Japan through a longstanding domestic supplier with deep ties to government and industry. For NEC, the partnership adds a high-profile AI collaborator as it deepens its role in business transformation and managed security work.

Paul Smith, Anthropic's Chief Commercial Officer, said the partnership reflects the company's longer-term commitment to Japan. NEC Executive Officer Toshifumi Yoshizaki said the collaboration will help both companies deliver solutions that meet the safety, reliability, and quality standards required by Japanese companies and public administration.
