NOA Launches AI-Powered Virtual Assistant CLHEEAN to Improve Public Communication

The National Orientation Agency (NOA) has introduced CLHEEAN, an Artificial Intelligence-powered virtual assistant designed to provide citizens with quick and accurate information on government policies, programmes, and initiatives. Accessible via the NOA website, CLHEEAN represents a step forward in modernising communication between the government and the public.

Supporting Transparency and Citizen Engagement

At the launch, Mallam Lanre Issa-Onilu, Director-General of NOA, highlighted that CLHEEAN supports the federal government’s Renewed Hope agenda by promoting transparency and enhancing citizen participation. While CLHEEAN currently operates in English, there are plans to expand its language capabilities to include multiple Nigerian languages, ensuring accessibility for Nigeria’s diverse population.

Expanding Digital Communication Capacity

CLHEEAN is part of NOA’s larger digital transformation strategy. This includes upgrading its communication platforms and the upcoming commissioning of new television and radio studios to better disseminate government information. Additionally, NOA has boosted its capability to translate strategic audio-visual content into various Nigerian languages.

The agency can now translate content into 20 languages within two hours, with a goal to increase this to 50 languages by the end of July. This multilingual approach targets over 35 million members of trade and artisanal associations nationwide, such as farmers, traders, and artisans, many of whom communicate primarily in indigenous languages.

Grassroots Reach and National Unity

NOA’s presence across all 774 local government areas allows effective deployment of translated materials to grassroots communities. This initiative supports the federal government’s value reorientation agenda by delivering clear, culturally relevant information to citizens about government programmes and policies, fostering national unity.
