North Carolina Establishes AI Council to Drive Statewide Technology Strategy

North Carolina Gov. Josh Stein has signed an executive order creating an artificial intelligence (AI) leadership council tasked with guiding the state’s AI strategy and ensuring responsible use of the technology in government operations.

The new framework includes three main elements: an AI Leadership Council, an AI Accelerator housed within the North Carolina Department of Information Technology, and AI Oversight Teams assigned to each state agency. The council will be co-chaired by Secretary of Information Technology Teena Piccione and Secretary of Commerce Lee Lilley.

Focused Leadership for AI Strategy and Workforce Preparation

"AI presents both significant opportunities and challenges," said Gov. Stein. "Equipping North Carolina to address these responsibly will strengthen our state."

The council will provide strategic advice on AI policy, innovation, and workforce training. Its goal is to support AI-driven industries and prepare employees for evolving technology demands. The AI Accelerator will centralize AI governance, research, partnerships, and training efforts within the IT department.

Each state agency is required to form an AI Oversight Team to ensure consistent AI implementation and risk management. Additionally, the executive order calls for an AI Literacy and Fraud Prevention Training Program aimed at educating the public.

Positioning North Carolina for AI-Driven Economic Growth

North Carolina is experiencing increased interest from AI-focused businesses relocating to the state. Notable projects include Amazon's $10 billion AI innovation campus in Richmond County and FUJIFILM Diosynth’s facility in Holly Springs.

Officials acknowledge that rapid AI expansion will impact multiple industries and increase demands on the state’s energy infrastructure. Proactive planning is seen as essential to support job creation and manage these new challenges.

Current AI Applications and Future Outlook

The state already employs AI to enhance government functions, such as streamlining regulations and offering AI-powered assistance to residents accessing services.

Secretary Piccione emphasized the council’s role in delivering practical AI solutions for businesses and communities. "Our initiatives put North Carolina in a strong position to implement timely and meaningful AI advancements," she said.

Secretary Lilley highlighted the opportunity for North Carolina to lead in AI transformation. "Guiding the state's AI strategy will help unlock economic growth, attract innovation, and prepare the workforce for future jobs," Lilley stated.
