Oman Advances in Government AI Readiness Index 2024

Oman has improved its position by five places in the 2024 Government AI Readiness Index, now ranking 45th out of 193 countries globally. This progress reflects the country's growing capacity to implement AI policies and integrate AI technologies across government sectors.

Significant Investment in AI Development

The Sultanate is dedicating substantial resources to accelerate its national AI agenda. Between 2021 and 2024, Oman invested approximately OMR60 million (about $156 million) in developing AI-powered applications, supporting research, and enhancing public sector efficiency.

In 2023 and 2024 alone, the government allocated OMR10 million and OMR15 million respectively through the “Artificial Intelligence Economics” initiative. This funding supports AI projects spanning sectors such as agriculture, urban planning, air quality monitoring, drone surveying, and aquaculture.

Key Initiatives Driving AI Integration

  • Oman GPT: A national language model designed to boost productivity within the public sector.
  • Oman Studio: An innovation hub created to link AI talent with industry demands.
  • Strategic Research Programme: Launched by the Ministry of Higher Education to align academic AI research with the country’s priorities, including projects assessing generative AI’s risks and benefits in education.

These efforts are coordinated by the National Programme for Artificial Intelligence and Advanced Digital Technologies, which focuses on localizing AI technologies, promoting ethical governance, and encouraging cross-sector collaboration. Controlled trials of AI applications are underway to assess their scalability and effectiveness before wider deployment.

Progress and Future Plans

Oman’s AI initiatives have already yielded practical outcomes. For example, the “Engineer it with AI” competition resulted in the development of eight generative AI applications that are now available on global marketplaces.

Additionally, the country is preparing to open a Fourth Industrial Revolution Centre in early 2025, which will be the sixth such center in the Middle East and 22nd worldwide. This facility is expected to serve as a focal point for AI and advanced technology development.

Looking ahead, Oman plans to grow its AI-related investments by 20% annually and aims to climb higher in global AI readiness rankings. These steps reinforce the country’s commitment to integrating AI into government operations and the broader economy.
