Inside the Philippine Government’s Plan to Upskill Workers in AI

The Philippine government is launching an AI Academy to prepare workers for an economy where artificial intelligence will influence most jobs over the next decade. This initiative focuses on practical training for industries like finance, healthcare, and emerging digital sectors.

The curriculum will cover AI integration and roles such as AI specialists, prompt engineers, and cybersecurity professionals. The goal is clear: equip Filipinos with the skills needed to compete for high-value roles as automation and machine learning become standard workplace tools.

President Ferdinand Marcos Jr. emphasized the program’s importance in building a digitally resilient and inclusive workforce. “By expanding access to training in future-ready skills, we are empowering our countrymen to take part in – and benefit from – an economy increasingly shaped by AI,” he said.

Why This Matters for Government Workers

Department of Information and Communications Technology Secretary Henry Aguda highlighted that AI and automation could affect 85% of jobs worldwide. “AI and automation are going to transform jobs in every industry over the next decade,” he said. “Together, we’re building a stronger foundation for a future where AI fluency isn’t just an advantage — it’s a necessity.”

Support for the AI Academy is already coming from provincial governments such as Camarines Sur and Tarlac, as well as from universities and private partners. This collaboration signals a unified effort to raise AI competency across the country.

Part of a Broader Government Effort

The AI Academy is one piece of a wider government push to encourage AI adoption. In a recent video message, President Marcos urged Filipinos to use AI tools regularly, noting that frequent interaction improves AI responses. He encouraged using AI for everyday tasks like getting directions, checking local events, and drafting speeches.

The president also cautioned against AI misuse in scams, fake news, and disinformation. To counter these threats, the government launched TunAi, an AI-powered fact-checking tool integrated with Facebook. TunAi detects false content in real time, verifies facts, and guides users to legitimate sources.

Developed by Filipino talent, TunAi won the first OpenGov Hackathon organized by the DICT and the Department of Budget and Management. DICT Secretary Aguda described it as a “world-class innovation” that helps protect citizens, especially in rural areas, from online misinformation.

Private Sector Partnership

The AI Academy’s training will be supported by Sutherland, a global business and digital transformation firm. Sutherland brings expertise in AI, analytics, automation, and cloud technology to build a sustainable ecosystem for digital skills and innovation.

In addition, the DICT is developing a homegrown Filipino AI engine designed to assist with crime reporting, information gathering, and communication in local dialects. These projects aim to promote AI fluency while encouraging responsible use of technology.
