Dmitry Chernyshenko Addresses AI Foresight Session in Minsk
During a working visit to Belarus, Deputy Prime Minister Dmitry Chernyshenko spoke at the International Scientific AI Foresight session titled "The Future of Artificial Intelligence in Collaboration." This event gathered over 90 experts from Russia and Belarus, organized by the Strategic Agency for the Support and Development of AI Initiatives and the AI Alliance Network.
Chernyshenko highlighted the annual Artificial Intelligence Journey (AIJ) conference, involving President Vladimir Putin, noting that the foresight session was held under the President's directive. He explained that the AI Alliance Network now includes 14 countries, Belarus among them, and this collaboration has identified ten crucial areas of AI research. These areas will guide international AI development efforts moving forward.
Global and Regional Collaboration in AI
So far this year, there have been 12 foresight sessions—seven outside Russia in countries such as Morocco, the UAE, Serbia, Pakistan, Uzbekistan, and China. Five sessions were conducted within Russia at prestigious institutions including the Sber Technohub and Moscow State University. Belarusian scientists from the United Institute of Informatics Problems and BelHard IT participated in sessions held in St. Petersburg and Uzbekistan.
The final analysis report from these foresight sessions is expected by October. Chernyshenko stressed the importance of publishing these findings to ensure transparency and allow scientists to contribute to and track progress.
Key Focus Areas for AI Development
Experts from Russia and Belarus concentrated on four primary AI development fields:
- Architectures, Machine Learning Algorithms, Optimisation, and Mathematics
- Fundamental and Generative Models
- Governance, Decision-Making, and Agent-Based/Multi-Agent Systems
- Narrow AI
They proposed advancing large visual-language and multimodal AI models, including multimodal and multidimensional transformers, to push AI capabilities further.
Future Cooperation and Research Initiatives
Chernyshenko suggested collaboration between Belarusian AI research teams and Russian business representatives alongside 13 Russian AI research centres. These centres, supported by grants from recent competitive waves, are engaged in strong, multi-agent, trusted, and applied AI research.
He invited Belarusian participants to visit Russian AI research centres to exchange knowledge and expertise. This initiative aligns with the Guidelines for Implementing the Provisions of the Treaty Establishing the Union State for 2024–2026 and is expected to mark a milestone in joint Russia-Belarus AI projects and platforms.
Belarusian Leadership Perspective
Vladimir Karanik, Chair of the Presidium of the National Academy of Sciences of Belarus, emphasized the session’s role in shaping AI's future in both countries. He noted the importance of sharing innovations while ensuring AI development remains safe and beneficial for society and national economies.
For government officials interested in AI policy and cooperation, staying informed on these developments is essential. Collaborative research and transparent dissemination of findings will support informed decision-making and strategic planning in AI technology.
