Senegal and Finland Deepen Digital Cooperation on Infrastructure and Cybersecurity
Senegal and Finland have agreed to expand joint work on digital infrastructure, cybersecurity, and artificial intelligence following political consultations held March 26 in Dakar. The Finnish delegation, led by Ministry of Foreign Affairs official Outi Holopainen, met with Senegal's Ministry of Communication, Telecommunications and Digital Affairs to map out shared priorities.
The two countries will focus on building sovereign digital infrastructure in Senegal. This includes modernizing data centers, strengthening government connectivity, and preparing systems for AI deployment. Both sides also discussed upgrading the Share Cable to handle more digital traffic and improve regional connectivity.
Cybersecurity emerged as a priority area. Officials emphasized the need to strengthen national defenses, protect critical systems, and develop joint responses to digital threats. The discussions also addressed misinformation, with both countries committing to share best practices on media literacy and information integrity.
The partnership will draw on existing frameworks including the New Deal for Technology and the European Union's Global Gateway initiative. These mechanisms are expected to channel long-term investment into digital infrastructure and innovation across Senegal.
The agreement reflects both countries' commitment to supporting Senegal's digital transformation while advancing its goal of greater digital sovereignty.
