Data+ Startup Struck raises €2M to cut construction red tape with AI
Published on November 6, 2025
Struck, an Amsterdam-based startup, raised €2 million in seed funding to speed up building approvals and design compliance. The platform helps architects, developers, and municipalities work through rules in minutes instead of weeks, reducing stalled timelines and uncertainty.
Launched in 2024, Struck already serves thousands of users across the Netherlands. It provides instant answers on applicable rules and automatically checks if a design meets requirements-often in about 30 seconds.
Why this matters for real estate and construction
Delays tied to code interpretation and permitting inflate holding costs and push back delivery. With the built environment responsible for roughly 39% of energy-related CO2 emissions, faster approval of low-carbon projects is critical. Source: World Green Building Council.
Struck addresses the regulatory bottleneck by turning rules into clear, design-ready checks. Fewer resubmissions, clearer compliance notes, and tighter feedback loops mean faster cycles from concept to approval.
What the platform does today
Struck offers a comprehensive library of building rules-over 2 million pages, according to the company-with site-specific insights across the Netherlands. It includes permit-free checks plus zoning and code guidance by location.
The AI verifies whether a proposed design meets applicable requirements and flags gaps. The company claims it is the first platform of its kind in the Netherlands and the EU.
Funding and what's next
The €2 million seed round was led by Value Factory Ventures, with participation from Antler and business angels from construction and real estate. The funding will go toward product development and expansion into other European markets.
Max van Riel, cofounder of Struck, said: "Building regulations are becoming increasingly complex, while the need for faster and more sustainable construction is greater than ever. Therefore, it's essential to find solutions to accelerate and simplify this process. I'm proud that with Struck, we've built an AI-driven platform that helps both public and private parties easily navigate regulations. This investment allows us to further develop our compliance and design check platform and bring this solution to other European countries facing the same challenge".
Johan van Heusden, Managing Partner at Value Factory Ventures, added: "The construction sector is responsible for nearly 40% of global CO 2 emissions, yet we urgently need to build millions of new homes. Solving this paradox means building smarter, not slower. Struck's AI platform removes one of the biggest barriers to progress: the regulatory complexity that delays sustainable projects and drives up costs. By turning rules into real-time design intelligence. Struck helps accelerate the green transition in construction, making it faster, scalable, and achievable. That's exactly what we stand for at Value Factory."
What this means for your next project
- Run early feasibility across sites: see what's allowed, what's exempt, and the likely hurdles-before you commit capital.
- Iterate designs with compliance feedback in seconds, not days, to keep teams moving and reduce redesign costs.
- Lower permit risk by addressing rule conflicts upfront and submitting clearer compliance evidence.
- Enable municipalities to review faster with standardized, AI-checked submissions.
Outlook
With fresh funding, Struck plans to extend coverage beyond the Netherlands. For developers and asset owners operating across multiple jurisdictions, a consistent way to interpret rules and validate designs can compress timelines and improve predictability.
