Inauguration of Taiwan Artificial Intelligence Government Talent Office Marks a Milestone in Trusted Smart Government Services

On July 22, the Directorate-General of Personnel Administration and the Ministry of Digital Affairs (MODA) jointly launched the Taiwan Artificial Intelligence Government Talent Office. This initiative pushes forward AI adoption in public services and focuses on building the necessary talent within Taiwan’s civil service.

The new office acts as a national hub to develop AI skills and promote AI integration into government operations. It uses MODA’s “AI Industry Talent Guidelines” to help agencies create clear training plans. These plans define the essential knowledge, skills, and hands-on abilities needed for AI roles in the public sector.

Structured Training and Talent Development for Government Agencies

Agencies can design tiered training programs and select the right personnel based on these guidelines. The goal is to build a sustainable talent development system that raises AI literacy and application capabilities throughout Taiwan’s civil service.

The Ministry highlights the office’s role in pinpointing strategic areas where AI can improve government functions. It will also establish a consistent talent framework aligned with industry standards and collaborate with public and private institutions to expand training opportunities.

Access to Practical AI Tools and Resources

The office will provide government agencies access to MODA’s “Government AI Application Sandbox” (TryAI Platform). This testing environment offers over ten commercial and open-source large language models (LLMs) for experimentation and development.

Additionally, an “AI Bot Marketplace” will be set up, featuring more than 20 reusable, interoperable AI bots. Modeled after an app store, this marketplace aims to reduce development costs and improve service efficiency, bringing AI-powered solutions closer to everyday government operations and citizen interactions.

Building a Scalable AI Model for Public Services

By combining cross-agency training resources with practical implementation experience, the office plans to create a replicable and scalable AI adoption model. The focus remains on delivering innovative, responsive government services that meet public needs and enhance governance quality.

This initiative positions AI as a vital digital resource for improving both operational effectiveness and the daily lives of citizens.
