Trump administration pushes national AI framework to override state regulations
The White House on Friday released an AI policy blueprint for Congress that calls for federal legislation to pre-empt state rules, protect children online, and address energy demands from data centers. The Trump administration is backing a single national framework over a patchwork of state-by-state regulations.
President Trump signaled this approach in December by threatening to withhold federal broadband funding from states whose AI regulations he deemed obstacles to American technological dominance.
What the framework covers
The four-page policy document calls for streamlined permitting to allow data centers to generate their own power on-site. It proposes increased federal authority to combat AI-generated scams and national security threats.
Child protection measures include giving parents control over accounts and devices, with features designed to prevent sexual exploitation and self-harm content. The framework also addresses intellectual property rights, free speech protections, and workforce development in AI skills.
Michael Kratsios, Trump's science and technology adviser, told The Daily Signal: "We need one national AI framework, not a 50-state patchwork. One of the key provisions is really focusing on the bipartisan consensus around protecting America's children."
Republican House Speaker Mike Johnson and Majority Leader Steve Scalise said the policy gives Congress "a roadmap for legislation that provides innovators with much-needed certainty, while protecting consumers and prioritizing kids' online safety."
What's missing
The framework barely addresses national security concerns, despite warnings from China hawks that advanced AI chip exports could strengthen Beijing's military capabilities. The Trump administration approved China-bound exports of Nvidia's second-most advanced AI chip earlier this year, with licenses already issued.
White House AI czar David Sacks argues that shipping advanced chips to China actually discourages competitors like Huawei from accelerating their own development efforts.
Industry stakes
The AI sector has become a major profit driver for tech companies. Nvidia is now the world's largest company by market value, while Amazon, Meta, Alphabet, and Microsoft have invested billions in AI development.
The White House said it looks forward to working with Congress to convert the framework into legislation.
