Trust can be earned in many ways. In government, where automated systems touch people's lives, it comes down to two things: show your work and own the outcomes.

You can't assume trust. It has to be designed in from day one and reinforced with clear guardrails as systems scale.

The public mood: concern is rising

Recent, nationally representative research by the Ada Lovelace and Alan Turing Institutes shows concern about public sector AI is significant and growing. For welfare eligibility assessments, 59% of respondents reported concern, up from 44% two years earlier.

That matters. Many council and central services meet people at vulnerable moments. If people feel AI is opaque or unchallengeable, they disengage-or worse, they're harmed.

Why old sources of trust aren't enough

Shared civic norms used to carry a lot of weight. That baseline has eroded. Legal protections still help-discrimination based on protected characteristics is illegal-but new uses of AI don't always fit neatly under existing laws.

Assuming compliance equals confidence is a mistake. You need explicit measures that make safe practice visible, explainable, and testable.

Design principles that build trust

Four focus areas consistently reduce risk and increase public confidence: transparency, accountability, staff capability, and third-party assurance.

Make transparency concrete

  • Operational transparency: signpost where AI is used across services and channels. Publish an easy-to-read register.
  • Technical transparency: explain in plain English how systems influence decisions, what data they use, and known limits.
  • Outcome transparency: state how people can challenge decisions, what evidence is considered, and expected response times.

For central government and relevant bodies, meet and exceed the Algorithmic Transparency Recording Standard (ATRS). Treat it as a floor, not a ceiling.

Pair transparency with real accountability

Clear routes for redress must exist before systems go live. Define who is responsible when errors happen, how issues are escalated, and how remediation is tracked.

Build in human review for high-impact decisions. Publish service-level commitments for appeals and corrections.

Train every employee who touches AI

Public trust strengthens when staff can confidently explain and question the tools they use. One local ombudsman saw employee self-reported understanding jump from 20-30% to over 90% after a four-hour, in-person course.

Use third-party assurance to signal safety

Agree common standards, qualify assurance providers, and display a recognisable mark. Make the assurance report public, redacting only what's strictly necessary.

Practical steps for leaders this quarter

  • Map all AI and algorithmic use across services; rate each by impact and risk.
  • Publish or update ATRS records; add plain-English summaries and FAQs.
  • Introduce clear on-screen notices wherever AI influences an outcome, plus "speak to a human" options.
  • Stand up a single, accessible channel for complaints and appeals with tracked SLAs.
  • Mandate human review for high-stakes decisions (benefits, housing, social care, enforcement).
  • Run a four-hour all-staff AI orientation and role-specific training; measure confidence pre/post.
  • Write vendor clauses for audit rights, transparency, bias testing, and incident reporting.
  • Commission independent assurance before launch and on a fixed cycle thereafter.
  • Publish performance dashboards: accuracy, false positives/negatives, appeal outcomes, fix times.
  • Open a public consultation and education programme, akin to the Warnock Commission approach-meet people where they are and explain the trade-offs.

What good looks like in service delivery

  • Every touchpoint shows "how this decision was supported by AI" in plain language.
  • Users can request human review without friction or fear of penalty.
  • Staff can explain inputs, thresholds, and known limits without referring to a script.
  • Independent assurance is visible, current, and easy to verify.
  • Errors are acknowledged fast, corrected quickly, and patterns feed into system fixes.

The bottom line

AI can help transform public services and boost growth, but none of it sticks if people don't feel safe and respected. Trust isn't a message-it's evidence you can point to.

Design for transparency. Make accountability real. Train your people. Bring in credible third parties. Earn trust one decision at a time-and keep earning it.
