Ukraine Launches the First Government AI Agent for Digital Public Services

Ukraine has introduced the world’s first government AI agent integrated into its digital public services platform. Through the government superapp Diia, citizens can request official documents and access public services via a chat interface. Unlike typical chatbots that only provide answers, this AI agent processes requests and delivers documents directly.

The AI also helps explain public services and suggests options tailored to specific situations. This development aligns with findings from a recent IBM study highlighting AI agents as key tools for process automation and improved decision-making.

Ukraine’s Commitment to AI in Public Services

Diia.AI is the first assistant capable of delivering government services within a chat interface, available around the clock. It assists users in locating services, verifying data in state registers, and guiding them through paperwork. The initial service launched is the issuance of income certificates, with more services to follow soon.

Planned features include:

  • New social and veterans’ services
  • Diia.Signature for legal entities
  • Additional categories in the International Register of Damage
  • Declaration signing with family doctors
  • Expanded services for drivers and taxpayers
  • Direct request options for local self-government bodies

Digital Minister Mykhailo Fedorov emphasized that AI integration is a strategic priority for Ukraine. The goal is to be among the top three countries globally in AI development and application within the public sector by 2030. The vision includes evolving Diia into a fully functional AI agent that operates nonstop, eliminating the need for users to fill out unnecessary forms.

Support from President Zelenskyy and International Context

President Volodymyr Zelenskyy praised the Ministry of Digital Transformation team for their work and reaffirmed his commitment to scaling digital government services while enhancing the efficiency of existing projects.
