Ukraine Launches AI Factory for Artificial Intelligence Development
Ukraine is set to launch its first state infrastructure dedicated to artificial intelligence development, named AI Factory. This initiative was announced by the Minister of Digital Transformation, Mykhailo Fedorov. The AI Factory will serve as the technical backbone for government AI services, developed by the WINWIN AI Center of Excellence within the Ministry of Digital Transformation.
The initial focus will be on supporting the AI assistant integrated into the Diia app. Future plans include developing an AI tutor for the Mriya platform, along with AI solutions tailored for defense, science, and medicine sectors. The government aims to position Ukraine among the top three global leaders in AI development and application by 2030.
Building a dedicated AI infrastructure is critical to achieving this goal. The infrastructure will include computing clusters, data storage, and other necessary equipment, enabling faster processing of AI requests in public services. Importantly, it will ensure that sensitive data remains within Ukraine’s borders, safeguarding national security.

- Team expertise: Training programs designed to develop specialists capable of building and implementing AI solutions across the public sector and Defense Forces.
