A United Nations expert panel on Wednesday warned that AI development and the wealth it creates are increasingly concentrated in a small number of companies and countries, a dynamic that could enable authoritarian capture and undermine democratic accountability. The preliminary report from the 40-member Independent International Scientific Panel on AI, created by a UN General Assembly resolution, also highlights AI's potential to advance science and medicine while cautioning that without good governance, the technology could widen inequality and displace workers.
AI's dual-edged potential
The report notes that AI has helped accelerate progress in drug design, vaccine development, and medical research. But it also points to risks of AI systems being used in cyberattacks and spreading disinformation. "Realizing the full benefits of AI while minimizing its risks requires good governance," the panel said.

The panel's warning comes as AI capabilities and the economic gains they generate remain highly concentrated. "The concentration of AI capabilities in a small number of firms and countries could enable authoritarian capture and undermine democratic accountability," the report states. It also says that AI risks widening inequality and displacing workers, particularly in regions with weak regulatory frameworks.

UN Secretary-General Antonio Guterres stressed the need to establish international rules for AI. "The more AI advances without shared rules, the less say governments and people will have in the outcome," he told a news conference. "So my message to governments is simple. Do not wait."
