UNESCO Supports Zimbabwe’s National Artificial Intelligence Strategy Development
Zimbabwe has taken a significant step in its digital transformation by securing support from UNESCO for the creation of its first National Artificial Intelligence (AI) Strategy. This development follows discussions between Dr. Beaullar Chirume, Permanent Secretary of the Ministry of ICT, Postal and Courier Services, and UNESCO Director-General, Her Excellency Audrey Azoulay.
The meeting took place during the COP15 Conference in Victoria Falls and builds upon earlier talks at the UNESCO Global Forum on the Ethics of AI held in Bangkok. UNESCO has committed both financial and technical resources to back Zimbabwe’s AI strategy development process.

According to Dr. Chirume, a draft of the strategy is nearly ready. The government plans to hold the first national consultative meeting with local AI experts in early August 2025. This will be followed by a wider public consultation to ensure that citizens across Zimbabwe have a voice in shaping the strategy.
“UNESCO’s support will be instrumental in enabling inclusive national dialogue around AI and ensuring that Zimbabwe develops a context-relevant and ethically sound strategy,” said Dr. Chirume.
