UN and Tsinghua Launch AI Ethics Hub in China
The United Nations University and Tsinghua University established a joint research hub focused on ethical artificial intelligence development on April 7. The UNU Hub on Promoting Ethical and Responsible Artificial Intelligence Development will operate from Tsinghua's Institute for AI International Governance in Beijing.
The move marks one of the first UN University hubs in mainland China and reflects a shift toward anchoring global AI governance research in Asia.
What the hub will do
The hub operates across three areas. It will conduct joint research on AI risk monitoring, ethical evaluation frameworks, and governance standards. It will also run a dual master's degree program and internships to train policymakers and young professionals in AI governance. A third pillar focuses on international forums and multi-stakeholder dialogue to shape global standards.
The work aligns with UN Sustainable Development Goals and targets capacity-building for developing nations.
Who's involved
Prof. Liang Zheng, Vice Dean of Tsinghua's AI governance institute, will coordinate the hub alongside Dr. Jaimee Stuart, Acting Head of Research at UNU Macau. The establishment agreement was signed by UNU Rector Tshilidzi Marwala and Tsinghua Vice Chancellor Bin Yang.
Broader context
This is the second UN University hub in China. A hub focused on humanitarian innovation and technology opened at Lingnan University in Hong Kong in 2025. A third hub on AI and finance operates in Shanghai.
UNU Macau will coordinate work across all three hubs and engage partners across the Guangdong-Hong Kong-Macao Greater Bay Area on capacity-building and talent development.
