The Vocational Training Council (VTC), which trains post-secondary students across seven disciplines, has deployed AI-powered virtual tutors in more than 220 modules, reaching an estimated 18,000 students. Teachers built most of these tutors in under two hours using Microsoft Copilot Studio's no-code platform.

The deployment signals a shift in how VTC approaches AI adoption: teachers design and control the tools rather than simply using them. This teacher-led model extends beyond individual classrooms-it reflects a deliberate strategy to build AI literacy across the institution.

How Virtual Tutors Work in Practice

Each Virtual Tutor is trained on course materials and answers student questions outside class hours. The tool provides 24/7 support, tracks student engagement patterns, and flags learning gaps in real time.

Teachers gain immediate benefits. A senior lecturer at the Hong Kong Institute of Information Technology said the Virtual Tutor "handles out-of-class questions" and lets him focus on "deeper guidance that students need." Students report greater confidence asking questions late at night without embarrassment.

The analytics layer matters. Teachers see which concepts students struggle with, allowing them to adjust lessons with more precision.

Teacher Training and Governance

VTC trained teachers across Health and Life Sciences, Business, Childcare, Elderly and Community Services, Design, Engineering, Hospitality, and Information Technology. The training emphasized hands-on experimentation rather than top-down rollout.

Data security underpins the rollout. Microsoft's safeguards ensure student and teacher data never trains external models. VTC is launching an AI resource hub to provide self-paced materials and support channels for staff.

Dr. John Hui, VTC's Chief Digital Officer, said the goal is to "make AI a natural part of VTC-from teachers to administrative staff." By mid-2026, the council aims to equip all administrative employees with practical AI skills for daily workflows.

The breadth of adoption-220+ modules in seven disciplines-suggests the no-code approach removes barriers that typically slow institutional AI adoption. Most teachers completed their first Virtual Tutor in two hours, indicating the tool's accessibility.
