US Government Secures Low-Cost Access to Generative AI Tools

This month, the US government finalized agreements with Google, OpenAI, and Anthropic to provide federal employees with access to advanced generative AI (genAI) models at exceptionally low prices. These deals aim to streamline government work and reduce costs for taxpayers.

Under these agreements, federal agencies can use Google’s Gemini for just 47 cents per agency annually. OpenAI’s ChatGPT and Anthropic’s Claude are available for $1 each per agency. For comparison, individual users pay $19.99 per month for full Gemini access. These rates reflect a strategic move by the companies to build favorable relationships with the government, which remains the largest IT buyer in the US.

Benefits for Government Workers and Agencies

OpenAI highlighted that ChatGPT will help federal workers spend less time on administrative tasks and more on serving the public. Google’s offering, dubbed “Gemini for Government,” includes video and image generation, a research tool called NotebookLM, and Agentspace, which lets users create and deploy AI agents tailored to their needs.

Anthropic’s deal uniquely covers all three branches of government—the executive, legislative, and judiciary—extending AI access beyond federal agencies.

Strategic Considerations Behind the Deals

Analysts view these low-cost access models as introductory offers. Tech companies expect to expand their services to government clients over time, eventually charging more for advanced tools and capabilities. This “freemium” approach helps maintain a positive relationship with government entities, especially given the unpredictable nature of the current administration’s policies.

Jack Gold, principal analyst at J. Gold Associates, noted the cautious approach taken by vendors due to uncertainties about potential restrictions or tariffs. Bob O’Donnell from Technalysis Research emphasized that embedding AI tools into government workflows now sets the stage for future growth and higher-value contracts.

Government Acquisition and AI Strategy

The deals align with the US General Services Administration’s (GSA) OneGov strategy, which simplifies government procurement by treating federal agencies as a single customer. This approach reduces the need for individual agencies to negotiate separate contracts.

The AI agreements are part of America’s AI Action Plan, which aims to position the US as a leader in AI technology while controlling government spending.
