Virginia Advances Regulatory Efficiency with AI Pilot Program
Governor Glenn Youngkin recently announced a new initiative to further reduce regulatory red tape across Virginia's state government using artificial intelligence. This move comes shortly after the administration declared a 25% reduction in regulatory requirements, achieved six months ahead of schedule.
In an executive order issued last Friday, Virginia unveiled the nation’s first “agentic AI” pilot program. This program will apply generative AI technology to analyze thousands of pages of agency rules and guidance documents. The goal is to identify redundant, contradictory, or overly complex language to streamline these regulations and improve efficiency.
Building on Success
The administration’s deregulation campaign has already made significant progress. Agencies have eliminated nearly 89,000 individual regulatory requirements, with notable improvements such as a 65% reduction in environmental regulatory timelines and a 20,000-item cut at the Department of Transportation.
Youngkin emphasized that the effort isn’t about eliminating all regulations but targeting excessive or unnecessary ones. “We’re not saying all regs are bad,” he stated. “What we’re saying is excess regulation is bad.”
How AI Will Support Regulatory Reviews
The AI pilot will scan existing regulations to flag conflicts, suggest clearer wording, and assist agencies that have yet to meet the reduction target. Officials expect this technology to streamline future regulatory audits and maintenance, making processes more manageable for agencies.
Reeve Bull, director of the Office of Regulatory Management, described Virginia’s approach as a model others aim to replicate. According to the administration, AI has not influenced the initial 25% reduction but will “supercharge” ongoing efforts, especially for agencies lagging behind.
Quantifiable Impact So Far
- 47.9% of words eliminated from guidance documents
- 26.8% reduction in regulatory requirements statewide
- Building code updates reducing new home construction costs by nearly 6%, saving buyers approximately $24,000
This progress aligns with Executive Order 19 from 2022, which mandated a comprehensive audit of regulations and permitting practices.
Linking Deregulation to Economic Growth
Youngkin connected regulatory streamlining with Virginia’s economic achievements, citing $120 billion in new business commitments, 270,000 new jobs, and 15,000 high-growth startups. He highlighted the administration’s focus on delivering measurable results and fulfilling commitments to citizens and businesses.
Looking Ahead
With a new target of a 35% reduction in regulatory requirements, the AI pilot is expected to maintain momentum and provide agencies with advanced tools for ongoing reforms. Chief Transformation Officer Rob Ward expressed optimism about leveraging AI to enhance government efficiency further.
