Zambian Government Advances AI Governance and Skills Development
On August 21, 2026, the Panos Institute of Southern Africa, supported by Diakonia Zambia, hosted a key information session addressing artificial intelligence (AI) and its effects on civic participation. The event was officiated by Eng. Dr. Brilliant Habeenzu, Permanent Secretary of the Ministry of Technology and Science.
The session emphasized AI’s potential to improve governance, stimulate economic growth, and enhance citizen engagement. Experts discussed projections indicating AI could add up to 8% to Zambia’s GDP by 2030, highlighting its economic value for the country.
Opportunities and Risks of AI
Participants examined how AI can promote transparency, enable data-driven policymaking, and empower communities. At the same time, they addressed significant risks such as algorithmic bias, misinformation, data privacy challenges, and threats to democratic values if AI is left unregulated.
Government Commitments and Strategies
In response, President Hakainde Hichilema’s administration committed to key initiatives including:
- Establishing clear policies and legal frameworks for AI governance.
- Strengthening the Data Protection Act to safeguard citizen information.
- Launching a National AI Strategy alongside a National Science, Technology, and Innovation Policy.
- Promoting digital skills training and setting up innovation hubs.
- Implementing regulatory reforms and fostering partnerships with academia, civil society, and the private sector.
Role of Civil Society and Stakeholders
Civil society organizations (CSOs) were encouraged to boost community awareness, advocate for inclusion, and improve digital literacy nationwide. The session concluded with a call for collaboration among government, CSOs, media, and private sectors to build an AI ecosystem that supports democracy, inclusion, and accountability.
AI for Sustainable Development
The discussion also recognized AI’s capacity to drive digital entrepreneurship and job creation, particularly benefiting women and youth. AI’s application across sectors such as agriculture, health, and e-commerce offers promising pathways for sustainable development.
