Construction change proposals often mix real changed work with assumptions, so the owner either overpays or rejects the whole thing. An example run

What happensA proposal for change 22 claims 65 m of extra trench at $140 per meter. Site photos and the survey support 40 m. The check fails for the rest, so the agent labels 25 m as an assumption and recalculates: $5,600 evidenced and $3,500 assumed. The contract administrator asks for a survey of the remaining run before approving the packet.
