What it does

Shared projects stall when teams disagree on whether a dependency is ready. When a dependency is due or a downstream task is blocked, this agent traces the downstream tasks affected. It inspects the actual upstream deliverable, not its status label, against the readiness criteria both teams agreed. If it fails, downstream work stays blocked and the agent evaluates other sequences, such as starting independent tasks first. When readiness is verified, it unblocks the working plan. The program manager approves any change to deadlines or owners. Edge case: an API is marked done, but its test environment returns errors on two endpoints, so the dependent build stays blocked.
