What it does
A fiscal note puts a number on a bill, but the number rests on assumptions that few readers check. This agent reads the fiscal note alongside the bill. It lists each assumption, such as caseload growth, staffing levels, start date and unit costs, and recalculates the main totals using only what the note states. It compares the results with similar programs in other places and earlier years. Where its total differs from the note's, or an assumption is missing, it asks the preparing agency for the missing assumption, then reruns the numbers. It records how far the total moves under high and low assumptions. The analyst approves the memo. Edge case: a note that assumes full implementation in the first year of a program that needs hiring is flagged as optimistic.

The note is reproducible when the agent's total matches within 5% using the stated assumptions. Missing or unusual assumptions are listed as questions.
