What it does

Monitoring wells keep being sampled long after they stop adding information, while real gaps stay open. This agent reviews each well's trends and statistical significance, looks for wells that duplicate others, and finds areas with no coverage near the plume. It proposes changes, such as less frequent sampling or a new well, and tests them against the plume map and the regulator's rules. If a proposal violates a rule or leaves a gap, it revises and tests again. The lead approves any change that goes to the regulator. Edge case: a well shows no trend for 6 years but sits between two active sources, so the agent keeps it as a sentinel.

A well is a candidate for reduced frequency when its trend is not significant, a neighbor gives the same information and it is not a sentinel.

An example run
