What it does
Shift swaps and overtime make labor cost hard to predict. The agent reads the occupancy forecast and the rosters, handles swap requests against the rules for rest time, skills and cost, and tracks overtime hours. It flags weeks that will go over budget and proposes alternatives, such as a different swap or a part-time cover. It re-checks cost after every change. It states the reason for each rejection so staff understand it, and it keeps a running view of overtime for the week. If the budget cannot be met, it shows the cheapest legal options. The manager approves the roster. Edge case: a swap would leave a housekeeper on 6 straight days, so the agent rejects it and offers another pairing.

How it decides
A swap is allowed if rest rules, skills and coverage are met and weekly cost stays within budget. Otherwise it offers alternatives that do.
