What it does

Classifying a product under the right tariff code depends on what it is made of, what it does and how the rules read, and a wrong code means wrong duty and possible penalties. When a new product arrives, this agent reads the description, specification sheets and photos. If the material makeup is missing, it asks the client. It works through section and chapter notes to candidate codes, applying the general rules of interpretation in order. It searches binding rulings on similar goods and the client's past entries. If its result conflicts with a ruling or a past entry, it rechecks the rules and lists the competing codes with reasons. It writes a classification memo citing rulings. The licensed broker makes the final classification. Edge case: a product kit with several items is classified by its essential character, with the reasoning written down.
