What it does
The importer security filing must be submitted at least 24 hours before cargo is loaded on the vessel, and shippers send the data late or with gaps, which risks penalties. For each ocean booking, the agent counts down to the filing deadline from the vessel's departure date. It checks that all required data elements are present, such as seller, buyer, ship-to party, manufacturer, country of origin, tariff number and container stuffing location, and requests missing items from the shipper with the deadline stated. It validates formats, for example that codes and addresses are complete. It drafts the filing. If data stays missing as the deadline gets close, it escalates to the broker with the options. Edge case: a vessel departure date that moves earlier. The agent recalculates. The broker approves submission.

How it decides
The deadline is 24 hours before loading. Filing is ready when every required data element is present and valid. Items are urgent when under 48 hours remain.

- Escalate when 24 hours remain and data is still missing
