What it does
A supplier certificate expires in March, nobody notices, and the next ten shipments pay full duty, or a renewed certificate arrives missing the HS code. The agent tracks every preference certificate with its supplier, products, validity dates and required fields. It matches certificates to upcoming shipments and warns the client 60 and 30 days before expiry. It requests renewals from the supplier. When a new certificate arrives, it verifies the required fields: exporter, product description, tariff classification, origin criterion, signature and date. If a field is missing or wrong, it sends it back to the supplier and rechecks before the shipment is entered. Edge case: a certificate that covers a blanket period but not a product added later. The broker approves duty claim decisions.

How it decides
A certificate is usable when it is within its dates, covers the product and has every required field. Shipments without a usable certificate do not claim the preference.
